See you are on safe hand, firstly you have to see that is he registered as a money lender as per law or not if he is then you can bring this matter to the court. Secondly if he is not a registered as a money lender running his business illegally then you can compliant to the local police station and it would be better if you take help of an Advocate for framing a formal complaint.

In the present scenario the Courts are not awarding double the amount of cheque face value. Further, Cheque bounce case traverse through 3 courts i.e., Magistrate, Appeal to Sessions Court and Revision to High Court. Thus u have to view the end result and time to be taken.
