A. Since it was a friendly loan and I assume that for which no agreement was signed then you should provide a no dues certificate on a plain paper. There is no need to do so on a stamp paper.

A. Dear Sir,
Get your Aadhar Card, Voter ID and Pan Card as per name appearing in academic certificates. Each department has its own procedure and you can make it online. You cannot change your name in academic records so easily. So go for first option.
