According to Gratuity Payment Rules 2022, If a company be it private or public employs 10 or more person, it is legally bound to pay the gratuity fund.
If the above condition is fulfilled, you should send a legal demand notice to the company for gratuity.

A. Kindly write a letter to the concerned public relation/ Grievance Department of the electricity company or write to the customer care department about the billing arreras.
If they resolve your disputes fine or else you need to approach the office of the electricity commission office with your grievance resolution.
