A. No the college does not have the right to ask money against the students original documents. You shall talk to the higher authorities of the college about this matter

A. Dear Client, you should always read the policies and clauses before entering into agreement, even educational! Does the agreements wherever you have signed says so that the fees paid are not refundable or transferable?

For many students this is a big challenge to stay in the same university for all reamaining years. If you are persuing Engineering then definitly you can change after one year. This is called lateral Entry addmissions. Except IITs, NITs and IIITs almost all the colleges in India accept the Lateral Entry.
