There are two things. Either be a Contractor or Councillor.
You can not have both the roles.
Next is Rules, Regulation, Ethics etc.

A. Dear client there is need to review the clause incorporated in the the sale agreement for breach of contract. If in contract there is no forfeiture clause for breach of the contract, refund the amount and get the sale agreement cancelled.
