Police must take the complain and you should try to lodge the complain with the cyber cell of the local police or write to the SP of the police. If nothing works then hire a criminal lawyer and file a case under Section 156(3) in a Magistrate Court.

Write to YouTube briefly about the issue and mention why you are thinking that strike is a FAKE Strike, describe well,attach documents,photos in support of your complaint,if You Tube finds your complaint is right, your channel is not breaking any creator's policies and that channel is actually giving you fake strikes, be sure You Tube will definitely take action against them.
