A. if he not delivered mobile then you can file police complaint for cheating if police takes it.
other than that you can not much because you dont have address to send legal notice or file case.

A. You should not engagege in working with them, as even their Identity is not clear. What agreement have you signed online? In such cases, after some time they will send you a legal notice asking for some compensation for breach of contract however on false grounds.
