Claim against your friend for Rs.7000/- is barred by limitation now and would not be admitted because a claim is required to be filed within two years from the date of cause of action before the Consumer Court. As regards your advance to AC Vendor that you paid recently, you can file a Complaint u/s. 35 of Consumer Protection Act, 201 before the Dist.
