If the signatory signed on any blank paper, without putting the date of signature then according to law this signature may be used by the other party as a Debt recovery document. In that event, the signatory can complain before the local P.S stating all relevant facts and circumstances. If the police take no steps then the signatory may file a complaint case before the competent court for getting redressal.

Send him the legal notice regarding to return the money which he lawfully owes you. And try to pressurize him that if the money that he owes to you is not paid then you will file a case against him.
