I lost my agricultural land document 10 years before. Now I have taken all the copy of documents from register office. But they ask me to get NOC certificate to get the original copy from register off

You should have filed FIR and published it in the News Paper.
Now you have to go through the same process.
Alternative is ask for Certified Copy.

The educational institution is demanding money as because you had blocked one seat of that academic year for next 4 years.Had it been a Government College, your things would have been simpler. Since, it is a private college, they are demanding money.However, you sort it out among yourselves failing which you bring it to the notice of educational authorities of the concerned state government.
