A. Dear client,
A person is only permitted to retain one certificate at a time, thus if your father already holds a Bihar certificate or was awarded a new certificate upon moving to Jharkhand, he must surrender the previous one before applying for an OBC NCL certificate.

You have to follow the pattern that is in your government IDs. As in these documents, your surname comes first, you have to put it first elsewhere. It is completely alright
