I resigned from my last company due to inappropriate deduction of salary without prior information and did not complete the 30 days notice period as i was aware they were going to hold my salary, now

Techincally, one has to serve the notice period (and all companies put that as clause in the appointment letter).
Now as you have not served notice period, it is company's loss of resource at that point of time.
Company can pursue legal procedure against you only to make an example because others should not follow same.
