I think you have a valid case to ask for regularization but then to be very specific you need to share the contract and service rule book with us so that I can then provide you the more specific or exact answer on that. But as said prima-facie you have a case.

Sending a legal notice is not barred by any law but then you have to figure out that what they have asked you to do in the legal notice whether that is legal or not. As far as bond is concerned there are fragmented opinion on this, meaning some consider this as legal and some as illegal so, it has to be seen from case to case basis.

If there is a judgement from Hon'ble Supreme Court of India to have reservation for PWDs then you must check whether your organization is covered under the list of those organization for which the judgement has been passed.
