A. Step 1: Lodge online Complaint in the Public Grievance column on the WBPCB with the details of the earlier order of WBPCB and request for its implementation.
In addition, you may also File a Complaint with District Magistrate having jurisdiction over the said Factory under Section 144 “Power to issue order in urgent cases of nuisance or apprehended danger” of the Code of Criminal Procedure (CrPC).

Calling a police if your neighbor harasses you is an option to go with. You have the option to call the police by just dialing the police number 100 and police will come to the place mentioned by you in the phone call. They will come to the spot and ask you the problem and then will take the action against them. And, when they will reach the spot you should be having sufficient proof to prove the harassment by neighbors.

A. The PIL is filed in the High Court so you may file a PIL in HC by making the company and Environment department as respondents. If dismissed by the high court you will get to go to NGT with a fresh petition.
