This will be a herculean task for you unless the birth was registered with the local authorities. If it was registered then you can apply for the duplicate copy by paying whatever charges they require but if it was not registered then you will have to knock the door of the court with all valid documents.

First of all the government has just came up with this idea to increase the marriageable age of girls and it will take some time before it becomes a law following the due process of debate in parliament and approval by the President of India. So, you can go ahead with the planned marriage without any fear or doubt.
Even if you marry against the upcoming law the marriage will not be void as per the existing laws today.

As per the Hindu Law one cannot marry a relative who belong to the same SAPINDA. Sapinda is something which links the ancestory of the person as if they come from the same stock (PINDA). You check with your local traditions and rules whether you and the girl will fall into the same sapinda or not. If not then you can marry.

You do the following;
1. Reach our to the Gram Panchayat and submit an application for change of address providing all the relevant documents in support of that.
2. If they do it good and if they don't do it then reach out to the court ( Preferably High Court) and file an application against Panchayat seeking a direction from the court to change the address.

OR
File a declaratory suit in any court (as per the jurisdiction) and then go the panchayat with the order copy for change.

Always remember that laws allow twp adults to marry in any form that is accepted by the society and to give a legal stamp the marriage should be registered. Marriage can take place without the registration but the dissolution of marriage can happen only through the court of law.
Divorce on notarized paper is no legal and valid.

You should advise your parents to stop demanding for dowry as that is a criminal act and if complained by anybody/your wife then they can be arrested by the police. If you have an ancestral property then they cannot throw you out of that property.

A. No a married girl cannot marry another person as long as she is betrothed/married to first person and if she does that then her second marriage will be null and void. To marry another man she needs to file a divorce case and seek divorce from the current husband.
