A mentally unstable person also has an equal right to lead his life with dignity as mentioned under Art. 21 of the Constitution. Here, xyz also has an additional right to protection from cruel, inhuman, and degrading treatment under S. 20 of the Mental Healthcare Act, 2017. Therefore, you may file a complaint against his abusive relatives.

You can file a writ petition in high Court which will direct the authorities to consider and work on the issues. You can also File a case considering Article 21 which is Right to life which also involve right to live in healthy environment.
