You can take both actions on administrative side and also under the provisions of penal code (BNS). You may lodge a complaint with police provided you have sufficient evidence. Secondly you may also send representation to his higher authorities to initiate departmental enquiry by keeping such employee under suspension.

You have to lodge complaint to the concerned authority in your State and City which is issuing licenses to the PG centres. If there is no procedure to issue license to run PG Centre then you have to approach District Collector with your complaint.
