As per the information you have mentioned , that is where people find the importance of rent agreement if you had the agreement you coud have get your money easily, not having a rent agreemnt gives landlord an advantage as well that you can not institute a suit in the court of law.

As per the infromation you have mentioned you need not to worry they cannot charge any kind of amount upon you , and if he is not returning your money you can do either or both of the following :
1- Send a legal notice to the owner asking for the return of the security deposit.
2- If the owner still does not return the security deposit, file a case in the civil court for the recovery of the security deposit.

As per the information you have given it is advisable to you that you can give a written complaint to the Municipal Commissioner. The Land Acquisition and Revenue departments will investigate the issue. Executive Engineers have to inspect the spot and file a report.
