As per the information you have mentioned , that is where people find the importance of rent agreement if you had the agreement you coud have get your money easily, not having a rent agreemnt gives landlord an advantage as well that you can not institute a suit in the court of law.
however you can send him a legal notice .

A. In the absence of specific stipulation with regard to refund of the security deposit either in clause 11 or 12 of the Agreement for Leave and License, you may not be able to get back your refund even through litigations which may incur cost and waste of time apart from other consequences.

A. Hello,
As per the infromation you have mentioned you need not to worry they cannot charge any kind of amount upon you , and if he is not returning your money you can do either or both of the following :
1- Send a legal notice to the owner asking for the return of the security deposit.
2- If the owner still does not return the security deposit, file a case in the civil court for the recovery of the security deposit.

As per the information you have given it is suggested to you that you need not to worry as you are protected under section 14(2) of the rent control act .
No rent agreement gives flexibility to both - tenant and to landlord as well

As per the information you have given it is advisable to you that you can give a written complaint to the Municipal Commissioner. The Land Acquisition and Revenue departments will investigate the issue. Executive Engineers have to inspect the spot and file a report. If the report confirms encroachment, a notice is sent to the encroacher.
