A. You can go to the RTO, pay the fine and get back your license. If you do not go to RTO then the challan will be forwarded to court and court summon will come, then after the summon comes, go to court pay the fine and get your license.

A. You should approach an advocate for filing a writ petition against the concerned police authority before the Hon'ble High Court of your local jurisdiction where the police station is located and also file a writ petition for squashing the false FIR filed against you by your wife.

Issuing FIR Is mandatory on the part of police. They cannot postpone the registering of any Complaint. You may go to High Court for necessary direction to the police.

It is good that you escalated the issue to higher authorities about not getting the receipt for your fee paid. You don't have to be scared about it. They might have called you to give you the concerned documents and in case if he tries to threaten you or something, make sure you have the evidence to prove it and you can get him suspended for the same.

The police cant investigate non-cognizable offences without filing the case so if you feel they are investigating without registering the case you can consult a lawyer and proceed accordingly.
