So long as it is outside your property, though unethical, there is nothing you can do as they are not causing you legal injury. If they are causing problems, then you can file a suit for the tort of nuisance. But if there are no problems, then you have no remedy other than to convince them to move away yourself. The only way the police will help is if you know some officials in the Department, they will not assist you otherwise as no crime is being committed.

1. So long as it is outside your property, then their right to livelihood is guaranteed under Article 19(1)(g) of the Constitution, and you cannot stop them.
2. If you can prove that their stall has caused loss to your shop, then you have suffered a legal injury and may file a tort to be compensated or have them removed from the area.
