Yes, she can execute a Power of Attorney in favour of her father from Viskhapatnam. The stamp duty will depend on the local laws of the area.

Purchaser must confirm the title of the property owner before purchasing the property.
A GPA must be registered with the sub-registrar’s office to get a legal validity. Moreover, the GPA is not valid for an indefinite period. It is valid for the lifetime of the principal or the one who is awarding the GPA.

You could act only within the ambit of Power of Attorney, if the same allows you to execute the gift deed, you can, but if it specifically denies so, you cannot.

My father is buying a house delhi. The seller is insisting us to pay the amount by cheque and he will give the property papers only after receiving the amount in his bank. Is it legal to pay this way?

You can pay through cheque, there are no such issues in paying through cheques. However, you can ask him for the partly payment.

Can a person holding Power of Attorney exercise the rights conferred through it to sign such agreement on behalf of the Principal which transfers the right of the Principal to the POA holder?

A. Hi,
Yes you can sign on such agreements which are legal. Through the power of attorney, the principal gives the right to the agent to act on his/her behalf. An agent's appointment will become invalid if the principal loses the capacity to make their own decisions.

A. Hi,
The donor of the power of attorney will have to get a registered cancellation deed (registered from the office of the respective sub-registrar). After that, the principal has to give the holder of the power of attorney the registered cancellation deed, informing him or her of the cancellation.
