another thing is the seller is responsible for getting NoC and not buyer.
90k is huge amount. it is illegal.
you can send legal notice first. it will not solve problem but after that you can pay 90k and take possession and then file case on society to recover.

You can approach RERA, Consumer Forum and Adjudicating Authority (NCLT) at the same time.
But, it is important to know, that at RERA and Consumer Forum you can approach as an Individual Home Buyer, but in IBC you will have to be atleast 100 such home buyers together to approach.

Most of the land plots given on long leases right from the British era have been charged a very small amount. Some plots have been given on a 50-year lease while others have been given on a 99 or 999-year lease. Those whose lease period is over will now have to pay rent according to the ready reckoner value, increasing the land lease rates — in some cases, by an astronomical 18,000 times.
The lease period has been restricted to 30 years.

serve a legal notice and thereafter, if this does not get settled since this is not forming a part of the agreement entered into, then you may move before RERA as per the relevant jurisdiction.

A. Hi,
Every person who has been aggrieved has a right to approach the court, however they will have to give sufficient valid ground for the delay caused in filing of the suit.
Further, they will have to provide all the documents which support their arguments. They can add that they were in the possession of the property for 42 years.
