A. Dear client,
The shopkeeper cannot issue a GST Bill that applies to the MRP of a product if he did not register his trade or business under the GST Act. You should therefore inform the shopkeeper in advance if you require a GST Bill or Invoice for the purchase of any products.

Your friend may approach High Court and get quash such FIR otherwise you may just admit the offence and pay the fine and come out of the litigation.
