Sir no one can stop you from paying the amount through any way of recognised legal tender. No one can impose penalty as well. There are a variety of modes by which one can pay according to ones own convenience. Issue them a legal notice if they do not honour your payment and also give a letter stating that you shall go up to the RBI and take legal actions for not honouring your payments.
