LOST OF PROPERTY DUE TO MUTATION NOT DONE LOST OF PROPERTY DUE TO MUTATION NOT DONE

I purchased a property in Ludhiana in August 2017 My Sale registration has done, but seller is not done mutation till date as there is no balance plots on the name of seller. The seller has 2500 Sq. Yard Property, but he sold more than 4000 Sq. Yard due to which most of persons like us mutation is not done. The Original land is not allow us to make construction without mutation. I think that this is property scam done by sellers & old land lord.

As per terms of sale deed, if property lost, then he will be responsible for the same. Now what I do legal actions against seller.
