Can Consumer Forum or NCDRC decide and dismiss the case on maintainability issue without a judicial member on the bench under Consumer Protection act 1986?

Can Consumer Forum or NCDRC give the judgement directly on website of the court without pronouncing in open court under Consumer Protection Act 1986?

A.I think you are talking about the bench 2 in NCDRC. Since Hon'ble Justice was not well he was unavailable. But no one can decide your complaint in absence of the Presiding member.
