A. Dear Sir,
Yes, it is non bailable if Section 307 is included. Moreso, the judges and judiciary always see such offence as serious offence and may deny bail. However, get anticipatory bail before hand that is before arrest from Sessions Court or High Court.

You can file a complaint to senior officers or Anti-Corruption Buero. You are not required to pay any amount. If you pay the amount, there are chances to ask for money again in the future by intimidating you. So it's better to handle it legally.

A. Hello Sir
Under Section 482 of CrPC inherent power of the high court are given. Under this section you quash a criminal proceedings if no prima facie case was made out against the accused. Under this section you quash the First Information Report (FIR) as well. You could find lawyers through vidhikarya in your city who could file a appeal under section 482 of the CrPC in the High court.
