What are the requirements to establish a case of ragging in an educational institution when no witnesses are available? Is the victim's statement and identification of the culprits by the victim enough for an institution to take penal action against the accused?

A.Ragging is a serious crime in India and as this is cognisable serious offence police will take immediate legal action against the culprits. In such an incidence, there is no need for any eyewitness. The statement of the victim is considered while registering an offence.

Ragging is a crime in India. You could surely file a complaint against them. You could contact the college authorities and file a complaint and also contact the national forum for ragging and file a complaint.

Yes it would enough for an institution to take penal actions against the accused if you immediately complaint to the authorities about the incident of ragging. You could allso register a complaint in the national anti ranging forum.
