First Step,Write to the S.P. of the district concerned.If possible meet him /her.
While sending the Application try to send it by SPEED POST, keep the Receipt and Consignment number and take a Print out of the delivery report which you might use later.
File a Complaint Case as soon as you can.

A. There is no need to pay any amount to your husband as litigation cost of any kind rather you have legal right to get litigation cost to him in said legal proceedings which is permissible under law

You have two aspects here.One is fact and other one is law.
Fact is you are not employed, you do not have any source of income.First get employed.
Second, you have the right to marry according to your choice and no body can stop you.
