A.Dear Client,

1. It not legal fling kite in Chennai
2. It creates huge problems with maja kathatdi because many died.

But you can use normal cotton flying kite but My advice is not to use in Chennai. You can use in large space like rural area where the road is far away to a distance of 1 to 5 km Away.

Please do not use many people died especially children are elders died in this regard.

CHENNAI: The city police have decided not to play spoilsport with the kite fliers. After the Chennai Kite Manufacturers and Sellers Association (CKMSA) moved the Madras high court, the city police have clarified that they will not prevent anyone from selling kites. "Action will only be taken against those selling or flying kites with maanja (thread covered with ground glass)," the police said.
Following the recent spurt in incidents in which snapped "maanja" thread injured people riding two-wheelers in north Chennai, the police decided to act. According to police sources, over the last one month, at least eight persons were injured in such incidents and treated at the Stanley Government Hospital and a few other private hospitals.

Yes, it legal flying kite in chennai with normal thread. But you have to take permission for the same. There is a provision under the Aircraft Act, 1934 that makes negligent kite flying a crime. Though outdated but under Section 11 of the act, you can actually land up in jail. It means flying kite without prior permission is a crime
