Fradulent issue of flat Fradulent issue of flat

Hi, I had purchased a flat in 1992 from a private builder and have all legal documents for the same. However, I have now received a notice from municipal authority regarding the flat being illegal. I suspect fraud on part of builder. Can I see the builder in consumer court?
