Commercial use of a Flat/Building in Residential Project

I have purchased a flat in a residential project in Wakad, Pune. The project consists of 6 buildings (A to F) with 1 & 2 BHK Residential Apartment. We have just received the possession from the builder on paying of 18 months 1 time maintenance.
We recently came to know that Builder has signed an Agreement with ZOLO stays which is company engaged into providing PG to working bachelors/students etc where a complete building will be allotted to ZOLO for commercial use. We builder has not formed an housing society for now.
Hence, my questions are,
1. Can builder do such agreement? Can he use a building as a commercial in a residential apartment?
2. When society would be formed, can the committee members decide against the agreement?
3. How can the members of the society react on this legally?
