Neglecting 10 years of service

My father used to work in bank, but he has to take VRS out of compulsion, he was once cheated by the bank giving no service when he qualified the test in 1981 , whereas outsiders have no prior experience given the job and let my father idling around having no job, even when my father had worked for 10 years as "Peon" prior to the test and this injustice that caused him a big loss. So now my father wants to file a case against the bank in seeking of justice. Please suggest what is the right way of doing that.

A.The question is incomplete, you mentioned that your father took VRS compulsorily, the date is required to guide you about next course of action. Further, your post reflects, he qualified test in 1981, then what did he do since them i.e., almost 40 years ??? Repost your query with relevant details, so as to enable us to guide you / your father properly in line with the applicable laws.
