Possession being handed over without sale deed

I have entered into a sale agreement with a builder for purchasing a real to move in property in the state of Telangana. Unfortunately currently all registrations are on hold by the state Govt. The builder has suggested that I pay him 100% of the amount and take the possession. He'll get the registration done once the registrations open. Please let me know if this is fine, or I shouldn't pay the amount without getting the sale deed.

As per your inputs it depends on understanding between you and the builder, but once before your paying full payment to the builder, make a notarised letter of understanding and further mention the details of full payments you made

A.As a precaution you should not pay the full amount. But if you do so, do take the necessary measures and take the receipt of the amount paid.

A.Hello Sir, you should not pay the full amount until you get the sale deed. But, in case you make the payment, do ensure that you are taking the receipt of the payment.
