Implementation of benefits as per court orders

The courts have declared and upheld to extend benefits as prayed in OA in CAT in 2015 which was further upheld by High court in 2017 and supreme court in 2019 as the respondents had submitted compliance order in cat. A CP was filed again in CAT but dismissed as the respondents submitted the same compliance orders and submitted false statements as being complied with. But till date concerned department has not extended the benefits inspite of consensual and compliance being submitted to Hon'ble Courts. No support from any corner from cader for implementation. Kindly advice as what next and how to proceed in this matter, with legal help please.
