my employer is forcing everyone

Hello Sir, my employer is forcing everyone to work for extra 1 hour daily through an office order. We already work for 9 hours daily (including 1 hour break). He says it's legal and doesn't require signature from employees.
He says as per labour laws, employees can work a maximum of 48 hours per week 'excluding breaks'. Please confirm if the working hours in labour laws are 'including or excluding' breaks and if our boss is correct in forcing us to work extra 1 hour daily.

A.Yes 48 hours is for the whole month. Only when he pay overtime and allowances only in need of work exigencies.
