Defamation by spreading wrong information in Central Govt Office

Suppose my boss (Grp A gazetted rank) brought my personal issue with my family man in official letter and falsely claimed that I have complained against that family member and communicated such false information to higher authority of a Central Govt organization, then would it come under defamation?
If yes, can I file case against him directly in court Or I need to take permission from higher authority for that?

2) In Civil defamation, a mala fide intention to defame is not always necessary. If defamation is caused, thenbsuit lies. Court fees are required to be paid as per value of damages caused to reputation.

Here, court fees are NOT required at The level of a civil case.
At the end of case, court punishes offender if defamation is proved.
