Civil supplies ration card misuse

A ration card was held by a single person who passed away in April'21.
The elder son of the deceased father who was not even a member listed on the ration card continued to avail the supplies and the benefits provided by Civil supplies during corona. A relief fund amounting to a total of Rs.4000 was also availed by the son just with his dead father's mobile.
After this he decided to add himself and his family members in the same card without removing his father's name.
Once the members were added using the dead person's mobile number, he removed his father's name from the card after providing the death certificate.
I advised him that this is not correct and against the law. But I was challenged back saying that Civil supplies would not be able to find this. Surprisingly he still carries the card.
Is this a valid procedure or have I understood in the wrong sense?

It is not legal to have a dead person's ration card and take the benefit from it. The son has to:
- Visit the nearest food department offices.
- At the offices the officers will give you a form or he can download the form at the ration card website.
- Fill in the recommended details without leaving any details behind.
- He should enter the name
- He has to give the reason why you are deleting the name.
- How the individuals are related.
- He needs to bring the exact proof of documents. Example the death certificate.
- After filling and rechecking the details now submit it to the officer at the food department.
- The officers will check the details approve the process and one will be issued with the receipt.
Note - some of the officers will also demand for an affidavit however it doesn’t apply to all case.
