Stilt parking and open parking issie

My building construction is before RERA act(2015/2016). Builder has sold stilt parking and open parking to some members but their is no sale agreement. He has provided possession letter for these parking. In property tax details these parking is on society name and also number of parking on property tax is less that actual parkings. Is this parkings is now a legal property to the owner of parking? Also why builder has registered less parkings for property tax please explain

U need not worry about the reason behind why the builder has registered less parkings for property tax. It may be due to get less tax and other complications and to sell remaining properties he might have done so.
