Brother refusing to sell property after taking 80% of amount

Me and my brother had verbally agreed for sale of one of his property to me which was under construction back in 2017 and I had paid 80% of of the agreed amount of 13 lac in his bank account and remaining amount was to be paid after construction of property was completed. Now when the property's construction is completed he is demanding more money from me than the agreed upon amount for the sale to go through and also only willing to give back only 12% interest over the amount already paid to him 5 years back.
