Q1. What if builder did not issue allotment letter even after taking booking amount? does it not mean there is no booking and booking amount taken as deposit?

A.Dear Sir,
U may approach nearest Police Station or get issue a legal notice narrating all the facts and mentioning on which date u have paid the initial amount.

A.Hi client,

If you have paid the booking amount, you should have it's receipt and an agreement.
You can sue him for such act. Firstly send him a legal notice, then file a case in the consumer forum if needed.
