Black listed car sold by the dealer now he is not transferring the car

Black listed car sold by the dealer now he is neither transferring the car nor he is returning the money? He agreed for transferring the car however, six months have been passed but he has not transfered the car. i am doing a regular follow up but he is doing nothing. It has started impacting my health. Pls advice

You may get issue a legal notice and recovery the amount. You may file a suit for said amount then you will get a decree to attach his properties.
