Do i need to pay property comission as a seller if i say no to selling property?

In my society , i asked my neighbour for selling my property. After they called me in his home and he called his father and some other person and told me talk to my father , he got retirement money and can pay for buying your home.
After he left , we discussed with his father and he told somuch less price , 3,11,000 rs , however property rate is 5,00,000 rs market value. So we send him enquiry letter through watsapp along with our terms of payment and all things , we offered him 4lacs as a last payment along with terms on watsapp, so please tell us if you are agree under 15days . We never discussed with commision agent before.
After 1 day , he called us and gave some other person saying that please give us comission if you dont want to sell your property , now when we arranged meeting even i dont know that third person in his home , when he saw my property documents and he took photoes of my home along with property documents. But we even didnt know him, he is comission agent or not , buyer arranged that person and now asking for paying comission. After again he called me on same day , he was asking 2% and we told him 1%.
After he started calling everyday for 5 times , seems like he is not interested in deal , but he clearly not saying" No". He just incresing price from 3,11,000rs to 3,50,000rs after 10days .
Now on 14th day , he called us , but due to bad health i received no calls from him because of the sleeping.
And after 16thday i called him , and he told me ok , i will pay 4 lacs , come to the office of the my lawyer. And we finali
I told him " please wait for 5 days , we will think again and tell you."
So my question is if i say not to sell property to the buyer , that comission agent can ask for comission?
Inshort , if seller says not to sell property . Can he show our watsapp chats about offering 4 lacs and now seller is turning off not to sell home?
And can agent ask for comission by saying that " i arranged buyer , you are not signing documents?"
Because of the we dont want to sell my property to that person.
We never signed a single document and dont want to sell to that party , we send him enquiry on watsapp for buying home in 4lacs and tell me within 15days. And can property agent ask for comission from me , if sale was not done , we just we posted enquiry on watsapp , stating 4 lacs amount with my terms?
