Carpenter cannot complete work after receiving full payment of work.(25%work incomplete) Cost of carpentry work is Rs. 1,02,500/- and I had paid full payment on humanity as his request due to expiring relative and self illness. Now he cant came to complete the work and cant pick up a phone and any reply of message.

whole matter comes without any documents its happen only on orally.
can any official action possible ?

A.Dear Client,

Any agreement made through words, orally, is an enforceable contract under Indian Law. You may seek legal remedy by sending a legal notice to the Carpenter to do his duties.
