A.Dear Client,
Insurance Agents of any Insurance Company were issued a license under IRDA(Licensing of Insurance Agents) Regulations, 2000 to procure business for the Insurer maintaining the Code of Conduct laid down in the said regulation.
In case of any violation of any code of conduct(Regulation 8) by him or disqualified himself u/s.42(4) of the Insurance Act, 1938, a complaint may be made against the said Agent to the GRO, IRDA and the concerned Insurance Company for which he procures business for the redressal of your grievance.

You have not elaborated why amount is given to him. Whether it was towards premium amount or final realization amount. Either case you may approach the police or Insurance Ombudsman.
