Grounds of filing PIL

My issue is that my case is going on for a period of more than 1 year in Consumer Forum and till now the stage of Argument has not yet taken place due to strikes being called by the Local Bar Association.
I want to know in this regard that can I file a PIL and if then what grounds are available.
Is there any provision of Writs and I am thinking of writing a letter to Chief Justice of High Court
