Trade Licence Renewal Trade Licence Renewal

If a trade licence had not been renewed, by a small shop owner, for last four years under a municipal area (in this case, Sonamukhi, pin 722207) for non commencing of his business (which he had not reported to the municipalty in written but reported verbally) whether the Municipality can claim a total amount (increasing the yearly amount by six times than that was four years ago, without any intimation to the trade licence holder) for last four years without giving him any earlier yearly notice. As known to the general public that if a licence is not renewed within due date it is generally Cancelled. If so, then how can, after Four years of time, a municipality claim total amount saying unpaid "Renewal Fees" ? Please suggest.
