Paytm asking Fir for unknown multiple chargeback requests

My acc. Blocked by paytmsaying multiple chargeback requests are raised against same merchant. So they blocked and asking for Police FIR copy with physical stamp n sign. But i am unaware of that requests. I raised only once but they saying muitlple raised. After few days my twitter account was hacked and password by changed by someone showing location washington dc. So i am thinking some hacking might had happened to my paytm as well as twitter.
My qus is , can i send him a legal notice via lawyer instead of fir?
