Road to plot

We have plot in pune . Builder had sanctioned township.Our plot is adjacent to his plot.new road from is going through his plot in such a way that Entire road is built through his property without touching to our plot so we get blocked what to do now?. we cannot enter into our property.Muncipla authority is not giving solution.
