Not refunding the money which was lent to someone

I had lent a good amount of money to some one who was in problem that time. He committed to refund the money in a week. but it has been more than one year past, but I have not got the money back.
Can I take any legal action against him. Is their chance to get the money back if I complaint to Police station. Please advise.

A.Send him a legal notice and then look for legal recourse.
